本书的作者，国家重点项目（NPP）是一个美国的非政府组织，成立于1983年。NPP的使命是力图使复杂的联邦预算透明化，以便于纳税人可以行使自己的权利与义务，以监督和影响他们所纳的税款如何使用。 本书译者为上海金融与法律研究院，是由中国金融改革的先行者、中国证监会首任主席刘鸿儒先生与知名法学家李步云教授共同发起创立的一家非营利性研究机构，于2002年10月在上海登记成立。研究院以金融和法律为视角关注变化中的中国与世界，秉持“为时代转型探寻效率”的理念，以专业分析影响公共决策，推动社会进步。

莫琳•A•瑞安（Maureen A.
